Construction Procurement Caucus (CPC)
The U.S. federal government is the largest procurer of goods and services in the world. However, when nascent and small businesses pursue federal procurement opportunities, they often find the bidding process to be overly cumbersome. As a result, the members of the Construction Industry Procurement Coalition (CIPC)
, a broad-based coalition of fifteen industry and professional organizations engaged in nearly all facets of the built environment, advocate for common sense changes to federal procurement statutes and regulations to benefit businesses of all sizes, the federal government, and U.S. taxpayers.
CIPC is seeking liked-minded Members of Congress to establish an industry congressional member organization (Congressional Caucus) known as the “Construction Procurement Caucus (CPC)” to ensure a competitive marketplace, support greater opportunities for all sized businesses, while proposing changes to the federal procurement environment through innovative ideas to enhance federal contracting business opportunities. Caucus members can help their constituents navigate the Federal procurement landscape and leverage the experience of their Congressional colleagues knowledgeable of lessons learned and best practices.
As members of the CIPC can attest, navigating the federal procurement process is extremely daunting and complex. The initial role of CIPC members is to educate Caucus members concerning their areas of expertise, so Caucus members have an understanding of how they can assist their congressional district business owners when bidding on federal procurement opportunities.
Over time, the formation of a Caucus could help with branding issues within the Federal contracting community and serve as a rallying cry as legislative opportunities and challenges arise. The formation of a Caucus is a well-worn path followed by other coalitions as some caucuses have proven extremely effective in grouping like-minded Members of Congress on specific issues.
